A total of 331 investment projects in Preah Sihanouk province have received special incentives from the Cambodian government under the “Special Investment Promotion Program in Sihanouk Province”. Almost half of them were previously stalled projects.
The government introduced the programme to encourage the resumption of stalled construction in the province. It offers investors a range of special incentives, including various privileges and streamlined procedures. The programme was first implemented in 2024 and will continue through 2025.
At a July 21 meeting of the Preah Sihanouk Province Investment Promotion Working Group, Im Sokthy, head of the working group secretariat, shared that as of June, a total of 331 investment projects have received incentives. The working group has collaborated with relevant ministries and institutions to implement the programme and build investor confidence among both local and international investors.
He explained that of the 331 projects: 153 are related to stalled building constructions, 142 are new projects unrelated to previously stalled buildings, 24 are expansion projects and 12 are existing ongoing projects.Besides providing special incentives, the working group has taken various other actions to turn challenges into opportunities.
“In addition to granting incentives as a policy, the working group has also facilitated business registration, coordinated infrastructure works such as roads and drainage, issued construction permits, tourism licenses, real estate business licenses, mediated out-of-court disputes, organised investment forums in collaboration with the provincial administration, and provided consulting and support in resolving various investor requests — both for domestic and foreign investors,” he said.
Im Senghuor, head of Century 21 Zillion Holding in Preah Sihanouk, told The Post that thanks to the efforts of provincial authorities, Preah Sihanouk now enjoys improved security, public order and a favourable investment climate. These conditions have helped attract a large and diverse number of investors and tourists to the province.
“Preah Sihanouk province is developing into a multi-purpose development hub and a key economic pillar of Cambodia,” he noted.
