A total of 379 secondary school teachers from 22 provinces, including 175 women (46%), have officially received professional credits from the Continuous Professional Development Management Office (CPDMO). This recognition follows their successful completion of the STTC CPD program, a public-private partnership between KOICA and EMCAST.
The core success of the STTC CPD program lies in its focus on "Curriculum Literacy." Rather than traditional rote-learning methods, curriculum literacy empowers teachers with the essential knowledge and skills to deeply understand, interpret, and adapt the national curriculum into dynamic, student-centered classroom experiences.
Through this program, participating educators demonstrated the competency in deconstructing national standards and developing their own lesson plans and interactive digital resources - including concept videos - to facilitate active student engagement. This mastery is a fundamental requirement for the successful implementation of competency-based learning across Cambodia.
The accreditation process went beyond simple attendance. CPDMO evaluators reviewed the actual application of these student-centered pedagogies in real classrooms. Notably, these earned credits are now integrated into the teachers’ official personnel records. This provides a tangible catalyst for career advancement for teachers.
“It is impressive that CPDMO has acknowledged teachers’ concrete efforts to bring student-centred practices from the training program into real classrooms,” an EMCAST representative stated.
Building on this success, EMCAST and CPDMO expanded the training in late 2025 to 97 additional educators across Phnom Penh, Battambang, Kandal, and Prey Veng. Looking ahead to 2026, EMCAST plans to scale the STTC CPD program further in collaboration with the National Institute of Education (NIE) to empower the next generation of pre-service and in-service teachers.
